MINISTER OF HYDRAULICS AND SANITATION, REPUBLIC OF SENEGAL
Dr. Cheikh Tidiane Diéye holds a Master’s degree in Development Sociology from the Gaston Berger University in Saint-Louis, Senegal, a postgraduate diploma (DESS) from the University Institute for Studies and Development in Geneva, Switzerland, and a PhD in Development Studies from the Graduate Institute of International and Development Studies at the University of Geneva.
He began his career at the International Centre for Trade and Sustainable Development (ICTSD) in Geneva, where he contributed to strengthening the capacities of African delegations based in Geneva at the World Trade Organization (WTO). In 2002, he joined the international organization Enda Tiers Monde, where he managed programmes on trade and international trade negotiations in support of African states.
In 2012, he founded the African Centre for Trade, Integration and Development. (CACID), a regional center of expertise and resources, which he directed until his appointment as Minister of Water and Sanitation in April 2024.
Dr. Diéye is widely recognized as one of Africa’s foremost experts on sustainable development, particularly in the areas of trade and development, international economic governance, North-South and South-South relations, African economic integration, and the monitoring and implementation of the Sustainable Development Goals (SDGs).
As a renowned international consultant, he has provided technical and strategic support to numerous governments, as well as regional and international institutions, including ECOWAS, UEMOA, the International Organisation of La Francophonie (OIF), the WTO, the African Union, the African Development Bank, the United Nations Economic Commission for Africa, the World Bank, the United Nations, and the European Union, among others.
Over more than two decades, he has taken part in international assemblies and conferences, led or contributed to the development of many national and sectoral development strategies across several African countries. As a high-level expert and negotiator, he served as a member of the West African Regional Negotiating Committee for the Economic Partnership Agreement (EPA) with the European Union (2008–2015), and as a contributor to the drafting of the ECOWAS Community Development Programme (CDP).
In the field of education and training, Dr. Diéye served as Course Director at the United Nations Institute for Economic Development and Planning (IDEP) from 2010 to 2020. He has lectured in the Master’s program in Trade Policy and Negotiations at Cheikh Anta Diop University of Dakar (UCAD), the Trade Capacity Building and Training Center in Africa (TRAPCA) in Arusha, Tanzania, the International University of Rabat (Morocco), the Francophonie Institute of the University of Lyon 3 (France), and at the United Nations Institute for Training and Research (UNITAR). He has also been a guest lecturer at the summer school of the University of Montreal (Canada).
With broad international experience, Dr. Diéye has lived and worked in nearly seventy countries, including around forty in Africa.
Long recognized as a respected figure in Senegalese civil society, Dr. Dièye entered the political arena in 2015, when he co-founded the political platform “Avenir, Senegaal Bi Ñu Begg” (“The Senegal We Want”) alongside like-minded professionals.
In 2022, he was elected Vice President of the Departmental Council of Ziguinchor.
A political ally of Ousmane Sonko’s party “PASTEF”, Dr. Dièye was among the 19 candidates selected to run in the March 24, 2024 presidential election. After leading his campaign, he called on voters to support Bassirou Diomaye Faye just 72 hours before election day, a decision that played a crucial role in Faye’s first-round victory.
Since April 2024, Dr. Cheikh Tidiane Diéye has served as Minister of Water and Sanitation of the Republic of Senegal.

MINISTRE DE L’HYDRAULIQUE ET DE L’ASSAINISSEMENT DE LA RÉPUBLIQUE DU SÉNÉGAL
Après avoir obtenu une maîtrise en sociologie du développement à l’Université Gaston Berger de Saint-Louis et un D.E.S. à l’Institut Universitaire d’Études et de Développement à Genève, en Suisse, Cheikh Tidiane Dièye a poursuivi ses études jusqu’à l’obtention d’un doctorat en Études du Développement à l’Institut des Hautes Études Internationales et du Développement de l’Université de Genève.
Il a commencé sa carrière au Centre International pour le Commerce et le Développement Durable (ICTSD) à Genève, où il a contribué au renforcement des capacités des délégations africaines établies à Genève auprès de l’OMC. Par la suite, il a rejoint l’Organisation Internationale Enda Tiers Monde en 2002 pour gérer les programmes sur le commerce et les négociations commerciales internationales au profit des États africains.
En 2012, il a fondé le Centre Africain pour le Commerce, l’Intégration et le Développement (CACID), un centre de ressources et d’expertise de référence internationale, qu’il a dirigé jusqu’à sa nomination en tant que Ministre de l’Hydraulique et de l’Assainissement en avril 2024.
Cheikh Tidiane Dièye est reconnu comme l’un des experts africains les plus éminents dans le domaine du développement durable, notamment sur les questions liées au commerce et au développement, à la gouvernance économique internationale, aux relations Nord-Sud et Sud-Sud, à l’intégration économique en Afrique, ainsi qu’au suivi et à la mise en œuvre des Objectifs de Développement Durable (ODD).
Consultant international reconnu, il a apporté un appui technique et stratégique à de nombreux États, institutions régionales et internationales, telles que la CEDEAO, l’UEMOA, l’Organisation Internationale de la Francophonie, l’Organisation Mondiale du Commerce, l’Union Africaine, la Banque Africaine de Développement, la Commission Économique pour l’Afrique, la Banque mondiale, les Nations Unies, l’Union européenne, entre autres.
Il a participé, pendant plus de 20 ans, aux assemblées et conférences organisées par ces institutions. Il a dirigé ou participé à l’élaboration de nombreuses stratégies nationales ou sectorielles de développement dans plusieurs pays africains. En tant qu’expert et négociateur de haut niveau, il a été membre du Comité régional ouest-africain de négociation de l’Accord de Partenariat Économique (APE) entre l’Union européenne et l’Afrique de l’Ouest (2008-2015) et membre de l’équipe de rédaction du Programme Communautaire de Développement de la CEDEAO (PCD).
Dans le domaine de l’enseignement et de la formation, Dr Dièye a été Directeur de cours à l’Institut des Nations Unies pour le Développement Économique et la Planification (IDEP) de 2010 à 2020. Il a dispensé des enseignements dans le Master en Politiques et Négociations Commerciales de l’Université Cheikh Anta Diop de Dakar (UCAD), au Trade Capacity Building and Training Center in Africa (TRAPCA) à Arusha, en Tanzanie, à l’Université
Internationale de Rabat (Maroc), à l’Institut de la Francophonie de l’Université de Lyon 3, et à l’Institut des Nations Unies pour la Formation et la Recherche (UNITAR). Il a également été conférencier associé à l’école d’été de l’Université de Montréal, au Canada.
Il possède une vaste expérience internationale, ayant séjourné et travaillé dans près de soixante-dix pays, dont une quarantaine de pays africains.
Longtemps connu comme une figure respectée de la société civile sénégalaise, Dr Dièye s’est engagé en politique à partir de 2015, après avoir créé, avec un groupe de cadres partageant les mêmes convictions, la plateforme politique « Avenir, Senegaal Bi Ñu Begg » (Le Sénégal que nous voulons).
En 2022, il est élu Vice-président du Conseil départemental de Ziguinchor.
Allié politique du Pastef d’Ousmane Sonko, il est retenu en 2024 parmi les 19 candidats à l’élection présidentielle du 24 mars. Après avoir mené campagne, il appelle, à 72 heures du scrutin, à voter en faveur de Bassirou Diomaye Faye, contribuant ainsi de manière décisive à la victoire de ce dernier dès le premier tour.
Depuis avril 2024, il occupe le poste de Ministre de l’Hydraulique et de l’Assainissement de la République du Sénégal.
