Before joining the African Minister’s Council of Water (AMCOW), Secretariat in Abuja, he was the Executive Secretary of Lake Victoria Basin Commission (LVBC), an inter-governmental institution under East African Community (EAC), mandated to promote sustainable development and poverty eradication in the Lake Victoria Basin.
He holds an MSc degree and a PhD in Aquatic Sciences, with specialization in Freshwater Ecology, Aquaculture and Wetlands management, both from the University of Namur, “Facultes Universitaires Notre-Dame de la Paix (FUNDP), Namur (Belgium). He also holds a University Degree (Licence) in Biology with major in Environmental Sciences and an Undergraduate Certificate (Graduat) in Biology and Chemistry both from the “Institut Supérieur Pédagogique de Bukavu”, in D.R. Congo.
He is an expert in water resources management, especially in international waters management -River/Lake Basin Management- and in transboundary natural resources management. He also have extensive skills and experience in leadership and management of international institutions, in institutional design and development, in developing and harmonizing policies and strategies at national and regional levels, in projects and programs development, in strategic planning and management, in resource mobilization, in monitoring and evaluation, and in strategic communication.
He possesses extensive skills and experience in convening and organizing high-level meetings including governance meetings such as Senior Officials/TAC and Council of Ministers’ meetings and in providing them with secretarial services. He also convened and successfully organized strategic dialogue with Development Partners, Donors’ Conferences and Round Table meetings, Investment Forums and scientific conferences, and coordinated production of minutes, proceedings and their action plans.
As the CEO and Accounting Officer of various international organizations and programs, he acquired skills and experience in financial management and accountability. Indeed, during his career, he turned institution bogged with mismanagement and qualified audit opinions into a well managed institution with established financial systems and trusted fiduciary systems.
During his career, he developed proven negotiation skills, as well as (hydro) political and diplomatic skills and experience.
He is multi-lingual; blessed with excellent knowledge of English, French, Kiswahili, Kinyarwanda, Kirundi, Lingala and Mashi and communicates effectively and convincingly. He is eloquent, articulate and an excellent presenter.
He have lived and worked in many countries including D.R. Congo, Rwanda, Belgium, Burundi, Egypt, Uganda and Kenya and have proven capacity to live and work with multidisciplinary, multicultural and multinational teams of professionals, and with governmental and non-governmental representatives.
With over 30 years overall experience, of which 12 years at high level (CEO or Deputy CEO) in leadership and management of inter-governmental institutions, 20 years in Project Development and
Management and 18 years as Lecturer, Researcher and Manager in various universities and research programs including in D.R. Congo, Rwanda, Belgium and Norway.
