About Emmanuel

Emmanuel Chimezie Uguru is a Policy Officer responsible for Monitoring Evaluation Reporting and Learning, he also serves as AMCOW’s youth focal point. He earned a master’s degree in information technology and data security from College de Paris – France, and a bachelor’s in Statistics from Abia State University, Nigeria.

Experience

Emmanuel is a development professional with more than a decade of experience in Africa’s water and sanitation sector. He leads AMCOW’s web-based monitoring system for tracking water and sanitation progress across Africa, in line with the mandate of the 2008 African Union Sharm El-Sheikh Heads of State and Government Summit. He also advances youth engagement, gender equity, and social inclusion strategies. Emmanuel has played a key role in strengthening policy frameworks, data systems, and inter-agency coordination while promoting gender-responsive and youth-inclusive approaches. His work supports evidence-based decision-making and helps guide member states’ actions toward achieving the Africa Water Vision 2063 and Policy, SDG-6, and Agenda 2063. With a master’s degree in information technology and data security and a bachelor’s in statistics, he brings strong expertise in water governance, digital systems, and inclusive policy reforms to water and sanitation development in Africa.
