Hon. Dr. Anxious J. MASUKA

Hon. Dr. Engr. Anxious Jongwe Masuka is a seasoned Zimbabwean agricultural scientist, academic, and public servant. He was appointed Minister of Lands, Agriculture, Water & Rural Development in September 2023 after previously serving as Minister of Lands, Agriculture, Water and Rural Resettlement since August 2020

Dr. Masuka holds a Bachelor of Science (Honours) in Agriculture, majoring in Crop Science, from the University of Zimbabwe (1988), and earned a PhD from the same institution in 1993.

Before entering ministerial office, he had a long career in agricultural research, lecturing, and management. He worked as a lecturer at the University of Zimbabwe and Zimbabwe College of Forestry; served in research roles at the Forestry Commission and Tobacco Research Board; was General Manager at the Tobacco Research Board; held leadership posts in the private sector including at Ariston Holdings; and from 2015, he was CEO of the Zimbabwe Agricultural Society.

As minister, Dr. Masuka has been involved in policy and programme implementation aimed at improving food security, land administration, fisheries, water use, and rural development. His portfolio also includes working with international partners and agencies on drought resilience, irrigation, soil health, mechanisation, and sustainable agriculture.

S.E Nizar Baraka

Born on February 6, 1964, in Rabat, Mr. Nizar BARAKA was appointed by HIS MAJESTY THE KING MOHAMMED VI as Minister of Equipment and Water on October 7, 2021.

Mr. Nizar BARAKA holds a Doctorate in Economic Sciences from Aix-Marseille University (1992) and a degree in Econometrics from the Mohammed V Faculty of Law (1985).

Following an academic career as a lecturer at the Faculty of Legal, Economic, and Social Sciences of Mohammed V University and at the National Institute of Statistics and Applied Economics, he joined the Ministry of Finance in 1996. Within the ministry, he assumed various positions of responsibility before being appointed Deputy Director of the Department of Studies and Financial Forecasts in 2006.

Mr. Nizar BARAKA served as Minister Delegate in charge of Economic and General Affairs (2007-2012), Minister of Economy and Finance (2012-2013), and subsequently President of the Economic, Social, and Environmental Council (2013-2018).

Mr. Nizar BARAKA actively participates in numerous national and international associations and organizations. In January 2005, he was appointed by HIS MAJESTY THE KING as a member of the Averroes Committee, dedicated to fostering closer ties between the Moroccan and Spanish peoples. He also contributed to the Fiftieth Anniversary Report on Human Development.

Since 2006, he has been a member of the National Observatory for Human Development.

Jumaa Aweso – Tanzania minister

Hon. Jumaa H. AWESO

Honourable Jumaa Hamidu Aweso is a Member of Parliament for Pangani Constituency in Tanga Region, North East of Tanzania. Honourable Aweso is the Minister for Water in the United Republic of Tanzania since December 2020. Before raising to the top office of the Water Sector, he served as Deputy Minister of the Ministry of Water from October 2017 to October 2020 following his election as Member of Parliament from October 2015. In October 2020, he was re-elected Member of Parliament for the aforementioned Pangani Constituency.

Honourable Aweso holds a Diploma in Teaching from Morogoro Teachers’ Training College where he attended between 2007-2009. To water his learning quest, Honourable Aweso was admitted to University of Dar es Salaam from 2010-2013 where he successfully graduated with a Bachelor of Science in Chemistry Degree, He further, joined the Open University of Tanzania between 2018-2020 where he graduated with Masters in Governance and Leadership (MAGL).

Leading a heart-touching, life-giving and political-sensitive Water Sector, Mr. Aweso works on transforming the sector through increasing water services to the Tanzania citizens. The portfolio puts him at the centre of building enabling environment to other water related sectors such as irrigation and energy. He is a renowned hardworking and tireless Minister.

Being a Minister for Water, Honourable Aweso serves in different capacities in the region. He served as Member of Executive Council of African Ministers’ Council on Water from 2020-2022; Co-Chair of Council of Ministers of the Joint Songwe River Basin Commission, and Member of Council of Ministers of Nile Equatorial Lakes Subsidiary Action Program Coordination Unit. From August 2022, Honourable Aweso is the Chair of Council of Ministers of Nile Basin Initiative.

S.E Dr. Cheikh Tidiane Dieye

Dr. Cheikh Tidiane Diéye holds a Master’s degree in Development Sociology from the Gaston Berger University in Saint-Louis, Senegal, a postgraduate diploma (DESS) from the University Institute for Studies and Development in Geneva, Switzerland, and a PhD in Development Studies from the Graduate Institute of International and Development Studies at the University of Geneva.

He began his career at the International Center for Trade and Sustainable Development (ICTSD) in Geneva, where he contributed to strengthening the capacities of African delegations based in Geneva at the World Trade Organization (WTO). In 2002, he joined the international organization Enda Tiers Monde, where he managed programs on trade and international trade negotiations in support of African states.

In 2012, he founded the African Center for Trade, Integration and Development. (CACID), a regional center of expertise and resources, which he directed until his appointment as Minister of Water and Sanitation in April 2024.

Dr. Diéye is widely recognized as one of Africa’s foremost experts on sustainable development, particularly in the areas of trade and development, international economic governance, North-South and South-South relations, African economic integration, and the monitoring and implementation of the Sustainable Development Goals (SDGs).

As a renowned international consultant, he has provided technical and strategic support to numerous governments, as well as regional and international institutions, including ECOWAS, UEMOA, the International Organization of La Francophonie (OIF), the WTO, the African Union, the African Development Bank, the United Nations Economic Commission for Africa, the World Bank, the United Nations, and the European Union, among others.

Over more than two decades, he has taken part in international assemblies and conferences, led or contributed to the development of many national and sectoral development strategies across several African countries. As a high-level expert and negotiator, he served as a member of the West African Regional Negotiating Committee for the Economic Partnership Agreement (EPA) with the European Union (2008–2015), and as a contributor to the drafting of the ECOWAS Community Development Program (CDP).

In the field of education and training, Dr. Diéye served as Course Director at the United Nations Institute for Economic Development and Planning (IDEP) from 2010 to 2020. He has lectured in the Master’s program in Trade Policy and Negotiations at Cheikh Anta Diop University of Dakar (UCAD), the Trade Capacity Building and Training Center in Africa (TRAPCA) in Arusha, Tanzania, the International University of Rabat (Morocco), the Francophonie Institute of the University of Lyon 3 (France), and at the United Nations Institute for Training and Research (UNITAR). He has also been a guest lecturer at the summer school of the University of Montreal (Canada).

With broad international experience, Dr. Diéye has lived and worked in nearly seventy countries, including around forty in Africa.

Long recognized as a respected figure in Senegalese civil society, Dr. Dièye entered the political arena in 2015, when he co-founded the political platform “Avenir, Senegaal Bi Ñu Begg” (“The Senegal We Want”) alongside like-minded professionals.

In 2022, he was elected Vice President of the Departmental Council of Ziguinchor.

A political ally of Ousmane Sonko’s party “PASTEF”, Dr. Dièye was among the 19 candidates selected to run in the March 24, 2024 presidential election. After leading his campaign, he called on voters to support Bassirou Diomaye Faye just 72 hours before election day, a decision that played a crucial role in Faye’s first-round victory.

Since April 2024, Dr. Cheikh Tidiane Diéye has served as Minister of Water and Sanitation of the Republic of Senegal.
